Is the number plate recognition system really effective when it is needed the most?

Firstly, after any suspicious vehicle is found, the VNPR system is used to track down the car details by scanning the number plate at the back of the car. The VNPR enabled scanner immediately scans the image of the number plate of the car and then sends the image to the main base where the image is being compared with the one in the database. As soon as a match is found then every piece of information regarding the vehicle and the owner on whose name the vehicle is being registered can be derived from the database which makes the whole process of tracking the criminals easy.
